Assemblymember Frazier Honors B & L Properties II As Small Business of the Year for the 11th Assembly District

Sacramento, CA – Today, Assemblymember Jim Frazier (D – Oakley) recognized B & L Properties II as the 11th Assembly District Small Business of the Year in a ceremony at the Sheraton Grand Hotel in Sacramento.

“B & L’s owners, Debra and Anthony Russo, have a long standing reputation for serving their community,” said Assemblymember Frazier. “They have worked tirelessly to help create an atmosphere where both businesses and families can thrive, and I am honored to recognize B & L Properties II as the 11th Assembly District Small Business of the Year,”

B & L Properties II is a developer of residential, industrial and commercial projects in Solano and Yolo Counties, including residential communities in Fairfield and West Sacramento.  The company is currently participating in the development of 2,500 homes in a transit-oriented community and a 3,000 home community in West Sacramento.  B & L Properties II has also developed over 1 million square feet of commercial and industrial properties in Solano County.

The small business was originally started by Debra’s parents, Billy and Louise Yarbrough, who moved to California from Oklahoma in 1951. Debra is now the President of B&L Properties II and has been involved in many philanthropic efforts in the local area. She has worked alongside husband, Anthony Russo, to give back the community that has supported their family and its business over the years. 

Together, Anthony, Debra and Louise also manage the Yarbrough Family Foundation.  The Yarbrough and Russo Families support youth, family and education related projects through their foundation. Both B & L Properties II and the Foundation have made it a priority to focus their efforts on supporting children. Their charity work includes building a soccer complex, a children’s playground, a baseball stadium in Fairfield, athletic facilities at Solano College, a new football field at St. Vincent de Paul in Petaluma and the Cache Creek Nature Preserve near Woodland.

“We are incredibly honored to be selected as the 2014 Small Business of the Year,” said Debra and Anthony. “Assemblymember Frazier has been a voice of reason in advocating for the small business community, and we sincerely thank him for recognizing us.”

Each year, the California State Assembly recognizes the contributions of small businesses in each Assembly district and acknowledges their important role in the creation of jobs and growth for the California economy. The day began with workshops coordinated by the California Small Business Association, followed by a Salute to Small Businesses Award luncheon.
