Gov signs Frazier bill to make childcare more accessible to families in Solano County

SACRAMENTO – Gov. Jerry Brown announced he has signed a bill by Assemblymember Jim Frazier (D-Discovery Bay) that allows Solano and San Diego counties to keep much-need money in-county and use it to implement pilot programs that increase access to licensed child care for local families.

“Solano County is often not able to use all of the child-care funding allocated by the state because of unreasonably strict state program regulations that fail to accommodate the needs of local families and child-care providers,” Frazier said. “Solano County has had to return hundreds of thousands of dollars to the state in recent years, while the unmet need for child care in the county remains very high. AB 377 gives Solano County the ability to retain this money and develop innovative new plans that fit the needs of local families.”

AB 377 gives Solano and San Diego counties more flexibility to determine eligibility requirements of families and children, adjust reimbursement rates and fees charged to families and maximize the most efficient use of state-allocated money.

“The Legislature has made clear its intent is to make sure all California families have access to child care regardless of demographics or special needs,” Frazier said. “AB 377 gives Solano and San Diego counties the ability to develop model pilot programs that will help the state develop its approach to reforming child-care statewide. My colleagues on both sides of the aisle agreed with this approach.”

“AB 377 will allow our county to maximize funding and efficiently use child care subsidy funds to serve more working families and their children,” added Alan Kerzin, executive director of the Children’s Network of Solano County. “We will now have the local flexibility needed to enable stakeholders in our county to address the significant unmet child care need for income-eligible and working families.”

Assemblymember Frazier represents the 11th Assembly District, which includes the communities of Antioch, Bethel Island, Birds Landing, Brentwood, Byron, Collinsville, Discovery Bay, Fairfield, Isleton, Knightsen, Locke, Oakley, Pittsburg (partial), Rio Vista, Suisun City, Travis AFB, Vacaville and Walnut Grove.
